AREAS OF SPECIALIZATION: Telecommunications, media and technology

Lucas Sierra is a partner at Lupa Legal and a professor of Telecommunications Regulation and Ethics and Legal Professions at the University of Chile Law School. He also serves as an arbitrator at the Mediation and Arbitration Center of the Santiago Chamber of Commerce (CAM). His consulting and research work focuses on the regulation of telecommunications, media, and technology. From 1995 to 2022, he was a researcher at the Center for Public Studies (CEP), where he worked on regulatory, constitutional, and institutional design issues. He has served as a member of the Chilean Bar Association, where he is a member. He holds a law degree from the University of Chile, a Master of Laws (LL.M.) from Yale University, and a PhD in Social and Political Sciences from the University of Cambridge.
